Definitely harmonically "Early 20th century" more than "Romantic" (not to say such music wasn't composed in the late 19th century, which had its outliers.)
Musical Times of April 1 1917 notes that at an "All British" concert at the Steinway Hall, London, on March 1, a trio of William Fenney was given for the first time.
