Note key progression: chords of C major (IV of G) - G major (I of G) - D major (V of G, harder to explain in E minor) - G major (I of G) etc. cadencing not in E minor but in a clear G major, as does the entire piece. Admittedly this could be E minor by other means and sidelights, but simplest explanation is best: this is G major.
