Note by Higini Anglès in Musici organici Iohannis Cabanilles (1644-1712) Opera omnia (Complete Works) volume 9 regarding the authorship of this tiento:

Tret del "Huerto ameno de varias flores de música. Recogidas de varios organistas por Fray Antonio Martin Año 1709". Manuscrit 1360 de la Biblioteca Nacional. Folis 4 al 8. Porta el número 3 i cap altra indicaciȯ. És el mateix que he ha al "Manuscrito de obras de ȯrgano" de la catedral d'Astorga i és publicat per José M Álavarez. Com que jo no he vist el manuscrit d'Astorga, he transcrit fidelment la versiȯ del manuscrit de la Biblioteca Nacional. Crida l'atenciȯ que Álavarez transcriu en comàs compost, 6/8, i la versió d'aquest manuscrit és en ternari. Tampoe no porta uns compassos al centre de l'obra.
També crida la meva atenció que J M Álavarez digue que pertany a "Juan Bautista José Cabanillas" cosa que mas no he trobat en cap altra obra, tan sols "Juan Bta." i, encara, poques vegades.

An English translation:
From the "Huerto ameno de varias flores de música. Collected from various organists by Fray Antonio Martin Year 1709". Manuscript 1360 of the National Library. Folios 4 to 8. It has the number 3 and another indication. It is the same as I have to the "Manuscrito de obras de ȯrgano" of the cathedral of Astorga and is published by José M Álvarez. Since I have not seen the manuscript of Astorga, I have faithfully transcribed the version of the manuscript of the National Library. Call attention to the fact that Álavarez transcribes in compound meter, 6/8, and the version of this manuscript is in ternary. The same does not contain bars in the center of the work.
It also draws my attention that J M Álvarez says that it belongs to "Juan Bautista José Cabanillas" which I have not found in any other work, only "Juan Bta." And even rarely.
