Not so much an arrangement, as probably the form the work took before it was orchestrated? An arrangement would probably have fewer crossed-out sections (and pages - pp.21-22) in which the composer has decided not to follow a certain route. The orchestral form may date from later and may not look exactly like this, so when Musicweb's reviewer (and presumably the notes of the recording they're reviewing) calls this a work of 1924, they may not be mistaken- despite the 1916 date on this "arrangement"/sketch/early version.
